Recruitment differs from company to company.

Depending on the size of an organization, recruitment is the responsibility of a variety of employees. Large organizations can have whole teams of recruiters, while others have only one recruiter. In small businesses, the hiring manager can be responsible for recruiting. Furthermore, many organizations contract out recruitment to external companies. Companies almost always recruit new job applicants through advertising, job advice, social media sites and others. Many businesses use recruitment software to find the best candidates in a more efficient and effective manner. Nevertheless, recruitment is generally done in cooperation with or as part of Human Resources.

Like other companies, in our organization, the recruitment process is done by a group of individuals or the Human Resource department.

The first part of the recruitment process is lodging an MRF or Manpower Request Form.

An MRF is a form needed to be done in compliance to the recruitment process. This form has questions like who has approved of the manpower request, the requesting department, the position required, and so on.

One important thing about the MRF is that the Manpower Request form must not be submitted without prior approval from the manager.

So how do you lodge a Manpower Request form?

The easiest way is to fill up the form done in Microsoft offices after you have raised the concern and it has been approved by the CEO and COO.

The way the department heads and the HR department have access to this form is that they were e-mailed the link by the recruitment officer. The e-mail is power automated meaning it allows the end-users to easily integrate with other applications or services by means of connectors.

The daunting part is waiting for the approval of the concern by the CEO. It can go in two ways: one, they approve of it and the next thing you will do is lodge the MRF form and the recruitment process starts and two, they decline the concern and you have to find other means of coping with the needs of the department and the organization.

The only people who have access to this form however are the heads of each department, the HR team, and the higher bodies.

The questions needed to be filled up in the MRF are as follows:

1. Who has approved of the request? – either the CEO, COO, or the higher ups in the company can approve of the request.

2. Requesting person – the requesting person can be the department heads, the team leaders, the HR department, basically the only people who has access to the form.

3. Date submitted – The date the MRF was submitted.

4. Requesting department – The department in which the requesting person is part of.

5. Department of assignment – The department in which the hired applicant be assigned.

6. Position required – The position needed in the company, most certainly in the department, to be filled in.

7. Is this an internal (HOIT) or external (client) position? – Refers to the position if it is internal like HR department, training department for example. External refers to the back-office people like the data entry position.

8. If external, which client is this position for? – The name of the client for the data entry applicants.

9. Date required – The date the applicant is required to be employed or filled up.

10. Contract type – What is the contract type: full time, part time, or contractual?

11. If contractual, how long is the contract? – The contract duration if the employment and contract type is contractual.

12. Position category – The way the position is classified: is it a new employment, replacement, or additional?

13. What salary range should be offered? – Estimated salary range for the employee upon employment.

14. Position level – What is the position level of the employee needed: rank and file, team leader, foremen, supervisory, department head.

15. Job description and qualification required – The accurate job description and the list of qualifications needed for the position.

16. Minimum education requirements – The educational requirement for each position differs from position to position. Some positions require college graduates, others only require college level applicants. 

17. Minimum experience – The experience needed the applicant possess to be qualified.

18. Please outline any other requirements – Any other specific requirements needed to be accepted for the job position.

19. What work schedule will the employee be following? – The 8-hour schedule to be followed by the employee should they be hired.

The department heads are sent recruitment reports with existing manpower requests to give them statuses about open positions.

The form takes about 8 minutes to complete and only the department heads are allowed to fill it up.
